The Persons with Disabilities Act, 1995 provides for access to free education in an appropriate environment for children with disabilities till they attain the age of 18 years. The educational needs of disabled children are to be covered through a range of interventions
The Right of Childern to Free and Compulsory Education Act, 2009 requires The State to ensure compulsory admission, attendance, and completion of elementary education by all children of 6-14 years. As per the Act the Government has to ensure that the children belonging to disadvantaged group are not discriminated against and prevented from pursuing and completing elementary education on any grounds
SSA scheme also promotes an equity based approach that focuses on the needs of disadvantaged social groups including children with special needs.
Madhya Pradesh is the first State that has taken an initiative to use the ICT for the tracking of the assistance being provided to the CWSN to ensure personalized follow-up. T
This application facilitates the registeration of all identified CWSN and facilitate online tracking of their medical evaluation and facilitation of various assistance to the child and ensure personalized follow-up.
The application also provides various analytical reports like category wise and district wise details of children enrolled, distribution of special equipment, training of teachers and work done by mobile resource persons.
In Madhya Pradesh, more than 1 lac Children With Special Needs (CWSN) have been identified for assistance and have been registered on the portal. CWSN related projects undertaken under SSA are monitored through the portal.
Online tracking has resulted in improvement in the quality of the services being rendered to OOSC and proper and transparent utilization of the budget and resources.
All the process data and information related to the beneficiary and registered children and the details of assistance, follow-up, medical tests etc is also being made to public to promote the tendency of social audit and transparency.
